Elena Carnevali

With a degree in physiotherapy, she worked for over twenty years at the Ospedali Riuniti in Bergamo (now Papa Giovanni XXIII) and at the rehabilitation center in Mozzo, also engaging in teaching activities. Her social and political commitment arose from her experience in the healthcare sector: as president of the Bergamo Disabled Association, she contributed to the recognition of the highly specialized Spinal Unit in Bergamo. Her administrative journey began in 1999 as a city councilor, then from 2004 to 2009 she served as Councilor for Social Policies in the Bruni administration, distinguishing herself for innovating services and fostering collaboration between public, private, and Third Sector entities. Re-elected to the city council in 2009, in 2013 she entered Parliament for two consecutive terms, becoming the Democratic Party's group leader in the Social Affairs and Health Commission and a member of the Chamber of Deputies' Presidential Office. In Parliament, she was rapporteur and promoter of fundamental reforms in welfare and healthcare: updating of LEA (Essential Levels of Assistance), the "During and After Us" law, Inclusion Income, Universal Single Allowance, reorganization of healthcare professions, Consolidated Law on Rare Diseases, law on living wills, as well as measures on disability and territorial healthcare. During those years, she closely collaborated with the Gori administration, contributing to the establishment of the Guardia di Finanza Academy at the former Riuniti, the redevelopment of Palazzo della Libertà, and funding for the Donizetti Foundation. In October 2023, she chose to run for Mayor, supported by a broad center-left coalition. She embraced this challenge with passion, developed over 20 years of commitment to the community, to give further impetus to her city, which today compares itself with the best European experiences in reconciling growth, inclusion, sustainability, and quality of life. On June 11, 2024, she was elected in the first round with 54.95% of the votes.
