Biography

Graduated with highest honors (110 summa cum laude) in Law (2004), Master's degree for International Jurists (2005), Lombardo obtained a dual PhD in European Union law from the University of Bologna and the University of Strasbourg in 2010. A member of the Democratic Party (PD) since 2009, he briefly served as deputy city secretary of Bologna (from August 2014 to February 2015) and as councilor for labor in the second municipal council of Virginio Merola. In 2012, he was appointed to the provincial secretariat of the PD in Bologna as Head of Europe and International Relations, first, and later with responsibilities for communication, energy, and environment. In 2021, after the center-left primaries for Mayor of Bologna, in which he supported the mayor of San Lazzaro di Savena Isabella Conti of Italia Viva, he left the PD and joined Carlo Calenda's Azione, where he became provincial secretary and National Head of European funds. In the early 2022 general election, he was nominated for the Senate of the Republic, for the Azione - Italia Viva electoral list in both the single-member constituency Emilia-Romagna - 03 (Bologna) and in third position in the multi-member constituency Lombardy - 02, resulting in his election as a deputy in the multi-member constituency, while in the single-member constituency he was surpassed by the center-left candidate Pier Ferdinando Casini (who was elected), the center-right candidate Vittorio Sgarbi, and the Five Star Movement candidate Fabio Selleri. In the 19th legislature, he is secretary of the 4th Committee on European Union Policies and of the parliamentary group "Azione - Italia Viva - Renew Europe" in the Senate.
